In Australia, maritime security is governed by the Maritime Transport and Offshore Facilities Security Act 2003 (MTOFSA), which aims to “safeguard against unlawful interference with maritime transport or offshore facilities.”
MTOFSA provides a regulatory framework for ships, ports, port facilities, and service providers operating within Australian security-regulated ports or offshore facilities. Under this legislation, all personnel involved in maritime and port security activities are required by law to be trained and qualified, including as a Port Facility Security Officer (PFSO).
